Cut off the blister or peel it completely back until the damaged laminate is flush with the main board.
Next if you are looking for a quick fix that should last until the next time you replace the roof you could always use some spray foam.
This is a easy problem to diagnose but not very easy to fix.
Sand the edge of the cut until the edge tapers onto the surface of the underlying laminate.
